Decree of the President of the USSR on regulation in the housing sector

The adoption of the Decree of the President of the USSR on the housing sector was preceded by a very large preparatory work. Firstly, all the republics have developed and approved programs to solve the housing problem for the period up to 2000, which are currently being adjusted. Secondly, modern foreign experience has been thoroughly studied, serious scientific research has been carried out (on assignments and on their own initiative) by a number of institutes and individual scientists. Thirdly, — it may also be by tradition — a lot of work was carried out in the Central Committee of the party with the involvement of specialists, representatives of Gosplan, Gosstroy, VTsSPS and a number of other organizations. In particular, on February 3 of this year, at a meeting of the CPSU Central Committee Commission on socio-economic policy, a draft of the Main Directions of housing policy in modern Conditions was discussed (a brief report on this meeting was published in the journal "Izvestia of the CPSU Central Committee". At the last stage, members of the Presidential Council Yu took an active part in the discussion of the draft Decree . Maslyukov, academicians E. Primakov, S. Shatalin et al. In addition (here I will express my opinion), perhaps the decisive role was played by the President's numerous trips around the country, his meetings and conversations with workers, collective farmers, party, Soviet and economic leaders, during which the housing issue was always raised extremely acutely and very specifically. It seems to me that the "last straw" was Mikhail Gorbachev's trip to Sverdlovsk, which convinced him of the correctness of a number of positions, which were then reflected in the Decree.

And yet it seems that the Presidential Decree retains a number of important features of the former "technology" of making promising decisions.

As you know, a specific task — to provide each family with a separate apartment or house by 2000 — was set at the XXVII Congress of the CPSU. And I must say that housing construction is almost the only industry in which the five-year plan is being exceeded. We are also moving towards achieving the task of providing an apartment for every family. Now the results of the population census conducted in 1989 have become known. They showed that the previous calculations were mostly correct. The estimated population at the end of 2000 is now estimated at 312.7 million people, and the number of so—called household units — families and singles - at 97.5 million. I believe readers will be interested in the characteristics of the housing conditions of the population identified during the census.

The calculations made on the basis of the census show that if we build 30 million apartments in two five—year plans, as outlined in the Presidential Decree, then this is enough, of course, not to solve the housing problem, but to solve the task: "an apartment for a family."

Indeed, 9.2 million new apartments are needed for the family-by-family settlement of families and singles who do not have a separate home, bearing in mind that 1.8 million apartments that are still inhabited communally will also be used for these purposes. Approximately 15.5 million new apartments are needed in order to decompress families living in separate apartments or houses, but in cramped conditions (less than 9 sq. m. m of living space per person), including the resettlement of so-called complex families and the provision of newly formed new families until 2000.
